The whole city is shocked by three murders that happened in just three days. Young detective Wang Bu Er (Wen Zhang), the irresponsible buffoon of the local police station, makes a shocking announcement that it is the work of a serial killer.
With his friend Huang Fei Hong (Jet Li), he begins an investigation full of exciting and unexpected events. At first glance, Huang Fei Hong is not much smarter than Wang Bu Er, but in fact he is a real kung fu master, and in any, even the most critical situation, he is ready to help Wang Bu Er get out of trouble.
At first, Wang Bu Er is sure that the main suspect is aspiring actress Liu Jing Shui (Liu Shi Shi), but over time it turns out that she is innocent.
