The era of "militarists". Chinese military leaders are zealously fighting against Japanese spies and other bandits. A small settlement called Happy Town, located in northeast China, is ruled by warlord Lam Kwok-Tung (Sammo Hung). He is not too smart and far-sighted for a leader, but he is not short of patriotism and integrity. He is helped by seven kung fu masters (Eric Tsang, Sandra Ng, Yuen Wa, Ronald Cheng, Wong Cho-Lam, Xie Na, Natalie Man), pretending to be ordinary people in Happy Town. They valiantly defend this city from Japanese villains and bandits, and therefore none of the bad guys poke their noses in there. But everything becomes complicated when a gang of traitors from the Tiger Cave, led by ninja spy Kiyoko Kurosawa (Monica Mok), infiltrates the city. She has cunning plans - she decides to make Lama fall in love with her in order to marry him and become the head of his army. Seven masters must save the warlord and the entire settlement from vile traitors before it is too late...
