Young Di Renjie arrives in the capital of the Empire with the intention of joining the ranks of the servants of the law. Empress Wu Zetian, who has just begun her reign, sends the red-haired detective Yuchi to find out about the sea monster that terrorizes the city at night.
It attacks the ceremonial procession to the temple, where the beautiful courtesan Yin is to be sacrificed to the Gods, but by chance, both Di and Yuchi manage to drive away the creature. Suspecting a stranger behind the incident, Yuchi sends Di to prison.
Enlisting the help of prison doctor Chateau, Di escapes, and together they discover that many at the top of society, including the Emperor himself, are addicted to poisoned tea produced by the famous Yuan tea house.
Yuan, who had a romantic relationship with Yin, has been missing for months. Di tracks down the courtesan, who is under the protection of Yuchu, and then the sea monster appears again. The two men are about to kill him, but at that moment Yin admits that this monster is her lover, Yuan. Yuan was poisoned by a foreign Prince whose kingdom was crushed by the Emperor.
While the Prince's army, located on a nearby island, is preparing to attack the capital, a real sea dragon appears from the abyss.
