The film begins three years after the infamous Dragon Tavern was burned in the desert, and its owner Jade disappeared without a trace. Now it is run by a gang of marauders: they run the tavern during the day and hunt for treasure at night. According to rumors, there is a lost city in the sand under the tavern, and the treasures hidden there can only be found once every 60 years, when a sandstorm passes. The gang used the tavern as a starting point in their search for treasure.
A storm is approaching. But the situation becomes more complicated when the Emperor's pregnant concubine appears at the tavern. She is saved by a mysterious woman named Lin, and they both decide to take refuge from pursuit in the Dragon Tavern.
The Emperor's assassins, led by the powerful eunuch Yu, are following in their wake, but Yu is followed by General Zhou, who has decided to destroy the eunuch at all costs in order to restore order in the palace.
